I was able to get all working within a few hours, for anyone trying to get it working as of the recent teknoparrot updates follow the instructions per the latest TP compatibility info. TeknoParrot > Compatibility > Initial D: Arcade Stage Zero (teknogods.github.io) Sega Tools minime was the biggest hurdle to overcome but what did it for me was deleting all of the extra contents I had dropped into the folder in technoparrot and letting TP update the contents to what should be there + using the ICPV4 address 8.8.8.8 otherwise I was getting error 8114 over and over for various reasons. After doing all of this and letting the game fully boot in the window that opened and not changing out of it fixed my issues. If you leave the main window the game would not show (it will black out the main window.) I also disabled borderless gaming and that helped as well due to what seemed to be an issue of tabbing out of and off the main window of the game.
