@iori, yes, you need to tweak it, updates in that version are still blockables. I stay on 1803 because it's the last v10 ( in my opinion of course ) that let me tweak it as I want. You can remove all MS softwares you don't need, you can disable AV and turn off updates forever. Here it runs good but I worked out a lot with it It's NOT the best v10 but it's what I use for the reasons Imentioned. No dual screen here at the moment. CHEERs

Your PC HW specs are good for this game. Do you get a spoecific error when you launch the game? Did you try with JConfig too? About AV, maybe could be, don't know because here AV is not installed, and I removed too the crapware from MS CHEERs

No, unfortunately Test menu is in Japanese only and there's no option for changing difficulty and sub ( for what I tried ). Maybe there are some hidden settings. UPDATE Didn't know GL supports this game and you can switch languages too @R.R.Z., why you always avoid to use GL? It's not bad as you can think, here I'm using it with many games and sometimes it's better than TP or helps to fix something ( USFIV and Samurai Shodown EoD are good examples in my opinion ). Did you try the 2 .dlls posted a page back? Here with them and Compatibility Mode to WiN 8 in the .exe properties I got no crash anymore. Give it a try

There's a GOG release too, less bigger in size compared to the Arcade one. It has everything + goodies like the ArtBook. I'm grabbing it right now and it will replace the STEAM verion I already have ( it has no protection like all GOG games ). CHEERs

If you are not using JConfig, go to C:\Users\yourname\Documents\My Games\UnrealEngine3\TimeCrisisGame\Config and open TimeCrisisEngine.ini Scroll down until you find the string [Engine.Engine] and under that string there is Language = ( put INT ) , save it.
