I figured out a solution on my own. The problem has to do with AMD's "Radeon Enhanced Sync" feature. Disabling the feature for SpiceTools fixed the problem just fine. -

Does anybody else have an issue where song selection is near impossible due to the button sensitivity? I have to tap the song select arrows ever so slightly, and I have about a 40% success rate of it jumping only one song. It usually jumps two or three with a tap. I've tried with SpiceTools and BemaniTools with the same results.
