Hey I got vs4 to run soon after and what worked for me was (besides making sure i had the right rom) first installing the -x64-Installer.exe version and subsequently using the provided portable version -x64-portable version instead. It was probably related to the installed version not being able to find it's configuration files for some reason on my rig. Hope you figure it out cause the xeons should have no problem running the game.

@Brodo - We (the world, players, fans) are truly grateful to you for the time, effort and skill you put into making Virtua Striker 4 playable on the dolphin emulator. I had hoped but never expected this to actually be made possible.
