"Failed creating Direct 3D device sur Mario Kart Arcade DX

I have this error. I've replaced those dll files in both folders. Restarted. DirectX is installed and working, but I still get "Failed creating the Direct3D device" followed by "The Direct3D device was removed". Any further tips would be much appreciated. This only happens when the game is about the load into the actual driving level. All of the menu beforehand and selections work fine.
